Stablize busy2idle transition

Description

Following various busy states (e.g. UI interactions), it appears the transition back to idle is quirky, with numerous intermediate transitions, going back-and-forth to busy and idle.

This suggests more or more resources are overlooked, and thus proves the mechanism isn't robust.

Solution

Need to make the transitions completely solid, with no resources being overlooked.
