Suggestion: Relative URL option

It would be nice if Postmarkup could allow the specification of a base URL.
Instead of relative URLs failing, then, they would be relative to a specified
URL.

Wouldn't be too hard to do by modifying the URL tag. Not convinced it is a good
idea to go in to the project as a general thing though. It means that if you
change the URL structure of your app, all the links would break.
