Mutlilingual tags force a post per language

Expected Behavior
It should be okay to have a post on one language but not another.
Current Behavior
#154 introduced a build-stopping bug that occurs when there are pages without translations to all config languages.
Step to reproduce
Set up a multilingual site; create a post for the default language.
