Save canvas as SVG is broken: Cannot read property 'cloneNode' of null

What you expected to happen?
In the Scope UI, clicking on Save canvas as SVG in the Debugging/Troubleshooting menu should start an SVG file downloading.
What happened?
No file is created and Uncaught TypeError: Cannot read property 'cloneNode' of null is reported in the console.
How to reproduce it?
In the Scope UI, click Save canvas as SVG in the Debugging/Troubleshooting menu.
Anything else we need to know?
Chrome 81 on Linux
