build(deps): upgrade ts-node to v10

Issue description

Hi, I'd like to use ts-node v10's feature(e.g. especially for 3rd-party transpilers integration. The official docs.).

(Currently ts-node-dev does not read "ts-node" field (ts-node config) in tsconfig.json.)

Would ts-node v10 be available?

Looks like this is done in d45cf52, but still not released on npm even as beta
