XLS format? Process to CSV and SHP.
An email is out with Jean-Michel now.
It's in! Now to parse it. This may require the admin boundary data.
Spreadsheets don't seem to include individual records keyed by location; everything is already summarized at a broad level.
Got the data, it'll be much simpler to summarize key indicators available in the wiki
USAID Audience

- Permitting
- Cooperative Building
- For each of the above: Cout, Delai, (Cost, delay) # of steps in Process
- No relationship between business climate and ag data,
- Check out revenue projection app DAI is developing.
