Next week (after Monday 1 April), change the "W3F Registrar will shut down" to "W3F Registrar has shut down effective 1 April 2024"

Can we put a strikethrough the Account address or some other way to show it has beeb decommissioned?
The fee will increase to 100 million DOT. This should hopefully dissuade people from submitting requests (there is no way to shut down a registrar on-chain).
