Update 1KV pages (Polkadot and Kusama) based on David's message

I would put a warning message at the top of all 1KV pages on Polkadot WIki and Kusama Guide warning people that applications are on hold.
@room: Hi, everyone; I want to give an update here regarding some upcoming redesign of the 1kv program and the next steps, and we want to do this as transparently as possible to keep everyone in the loop:
Starting immediately, we will put all new applications on hold.
At the beginning of February, we plan to share a new application form that will include a KYC and KYB process. Ultimately, together with other initiatives, this will enable us to put a lot more funds behind the program!
At the end of February or March, we plan to relaunch the program to make it more attractive and help us to continue to be one of the most or even the most decentralized protocol out there (see Nakamoto Coefficients)
If you have any questions, we have already set up a new email address for the program: validators@web3.foundation, and we will try to answer questions here as well.
