Update "Monitoring Runtime Changes" section

Description
The section Monitoring Runtime Changes needs to be updated since the democracy pallet is no longer available in Polkadot/Kusama. You can check the polkadot runtime where the Democracy pallet with index 14 is no longer included (it is not present in v1.0.0 either).
