There is a link to Kian's offline-phragmen tool here, but the repo is archived. I don't think it's supported anymore with recent staking changes. I recommend either removing it, or if someone has time, trying to run it and seeing if it still works (and adding a note that it is no longer supported).
It would also be worthwhile to see if there is another version or similar program out there, and replace the archived repo with that.
