[todo] prepare a way to list '[todo]' issues

from JL-TF call 2024-02-06, @kidayasuo to ask adding a new label (like todo) to github issues for listing [todo] issues.
we may need to have some at jlreq-d repository also? (this jlreq repository for general JL-TF ones, and jlreq-d for jlreq-d specific)
Created a label 'todo'. Closing.
In case it's useful:
You could have also created a separate repository such as jlreq-actions. That could cover actions related to all the documents and repos you currently have in progress (or new ones in the future). It's also particularly useful because you can create, add to, and manage actions using IRC during meetings (if you use that). It also makes it clearer which notifications are related to action items, and which are technical discussions.
