Publish new version of jlreq?

While new content is being developed in jlreq-d, there are still some fixes for the jlreq document since the last publication that I think would be useful to sync to the /TR version. What do you think?
Are there other expected fixes? As we only fix bugs on jlreq, we have only these two? cc: @himorin
I looked at these labels: jlreq-doc:errata and jlreq-doc:editorial
from jlreq meeting 2024-02-06, @kidayasuo todo: review #322 and #396 and merge, work on #399. once settled, propose to the i18n WG for re-publication of JLreq WG NOTE.
CfC polled during call, TF agreed to proceed with above.
