Relationship between vc-api-test-suite, vc-api-issuer-test-suite and vc-api-verifier-test-suite

As I mentioned in w3c-ccg/vc-api-test-suite#25 I think it' s far from clear how this repo fits in with https://github.com/w3c-ccg/vc-api-issuer-test-suite and https://github.com/w3c-ccg/vc-api-test-suite.
This makes it difficult to understand the project's status and where to raise issues, among other things.
I'm guessing it's just the READMEs that could use an update? Happy to give it a go, if I can clearly grasp where each repo fits in.
