Automated interop testing needs to provide scopes values

The automated test runners that run interop tests need to ensure that the appropriate environment values for CLIENT_SCOPE are present, even if the value is the empty string.
@brownoxford , can you elaborate the intention of this, pls?
This was fixed with #585, adding pending-close label.
