We currently only link to Trace vocab, however there are a number of specific terms that are relevant only to this specification and should be defined here. Trace-vocab should focus on data structures, with trace-interop focusing on interactions between organizations.
Will take a look at adding these terms, will also do it in a context of cleaning up general readability of the doc

PR with text such as: "The vocab defines terms. Interop does not, but only defines..."
Add respec text to say "we don't define terms here, we define them in trace vocab".... "remove any term definitions, that are happening here".
