Capsule collider in UniVRM still works like a sphere collider

Environments (please complete the following information):
- UniVRM version: all versions support VRM1.0, test
0.94.0
to0.116.0
- Unity version:
Unity-2019.4 to 2021.3
- OS:
Windows 10
Describe the bug
VRM 1.0 add capsule collider, but the capsule collider still works like a sphere collider in UniVRM, which the tail part is not working at all.
I have test all UniVRM versions support VRM1.0 file, non of them work. I also test three.vrm by pixiv using same model, the capsule collider is working as intent, so this is UniVRM only bug.

- Rotate official VRM1_Constraint_Twist_Sample.vrm character's arm to hair, the tail end of the capsule collider won't collider with hair, only the start end will collide with hair, the capsule collider still works like a sphere collider.
