Page jumps inconsistently when 'building' and 'publishing changes'

When user clicks 'Save' and/or 'Publish Changes' button the page inconsistently jumps erratically.
Steps to Reproduce:
- Navigate to [staging](https://staging-autotune.voxmedia.com/blueprints/annotated-page/new_project
- Create a annotations doc
- Complete all required fields
- Click 'Save'
- View page jumping
- Make a minor edit
- Click 'Save' then 'Publish
- Click 'Publish Changes'
- View page jumping
