a question related to the meaning of glyph size

Dear all:
According to the definition made by official website, glyphSize is the in pixels of the image element used to represent the descriptor of one HOG cell. The default value is set to 21 in vl_hog_new function. Could any body could tell me the rule of setting that variable and the meaning of 21?
