Unable to organize navigation manually by sections

I'm not able to reorder the section L1 items in the navigation manually or by weight.
I've referenced https://docdock.netlify.com/content-organisation/ but can't seem to get this to work using the docdock theme. Is there a straightforward way to make this happen?
I'm looking at menu.html to see if maybe logic there needs to be adjusted. I appreciate any help!
In the config file there should be a parameter that allows you to organize the sections by title or by weight. Have you checked to make sure it is set to organize by weight yet? Once that is set, you should be able to manually set the weight in the front matter
