Defer stdlib/JuliaCollider to an independent package JuliaCollider.jl

Would this make sense? Considering that the functioning of JuliaCollider is only strictly related to the one of the Julia fork it is based on? Would it just be better to have it as a submodule of the fork in order to still develop it on its own repository?
In any case, I should be looking into what could be precompiled of the JuliaCollider package.
