[Automation] Load all official stock information from B3 website

Parser all stock data from B3 website like enterprise name, website (if have), all stock codes linkeds to company.
- Add cron to run monthly
- Notify if has new company
- Get only stocks, not BDR or any other type
- Make tests of integration and parser
