upgrade TW dependency to 2.x

This relies on Tailwind CSS 1.x.
2.x is the latest, and old news.
Plugin authors expecting to test against 2.x output may have unexpected failures arising from differences between 1.x and 2.x.
We should upgrade to 2.x
