With #45 closed in favor of this issue, this is now blocked on or hindered by the following:

• vezel-dev/zig-toolsets#15 (not a hard blocker; we can temporarily regress win-x86 support)
  • ziglang/zig#12886
• ziglang/zig#13384
• ziglang/zig#13385
• ziglang/zig#6573 (remove linux-musl-arm from default RuntimeIdentifiers?)

If the musl issue is the only blocker for this, then we will likely demote it from the default RIDs. It doesn't seem to be a common enough target in .NET land to justify holding up this upgrade.
