Can't sweep paper wallet keys

First tried two keys:

Partially signed and unable to broadcast. Next one key:

Also, why still no Issues tab for the non-tor win electrum? Same issue with that. And why two versions of electrum? Same program except networking. Could be just one version.

I was able to sweep the keys by setting the fee in settings to 0.1. It's not a per kb fee, it's actually the total fee.
