CI builds with user=root but normal builds (and instructions use $USER)

Describe the bug
CI is broken w.r.t. not building with same instructions as user would follow
To Reproduce
Follow instructions with TZ
Build breaks with perms when following documentation (normal user pass)
Build succeeds with ci because it overrides $USER with root
Expected behavior
Build for CI and following instructions have same result
