Cluster issue explanation

Hello,
I am trying to find explanation of why emails were sent several times to the same user.
What I have seen is that emails were sent during high traffic peeks which caused Galaxy to autoscale containers ( from 3 to 6 ).
Can this be a problem for this package ? Maybe i am misconfiguring something ?
