Support different length recovery phrases

Lewis wanted to import snap wallet and cant because of the length of the key, so we want to add more lengths to BW.
Tasks
- Confirm which lengths we want to support
- 12
- 15
- 18
- 21
- 24
- Add some UX to detect the length of the recovery phrase and process it accordingly
Notes
For now we are assuming we will always generate a 24 word phrase and will not allow the user to select it.
