explorer.exe sometimes randomly takes up the focus and forces SOCD cleaner to unhook

Can't intentionally reproduce it, but probably need a special case to make sure a user is actually working with explorer, and it didn't just took a focus for a brief moment without any reason
Will close this optimistically, since this should have fixed the issue
