station in RA1 is provided by web services in RA1 and RA2

For inventory purposes, if a station in RA1 is provided by a SOS web service in 
RA1 and RA2, do we suggest that RA1 is also listed in the parentNetwork of the 
DescribeSensor response in RA2?  A good example of this are some stations that 
overlap between CenCOOS and SCCOOS, and I think between GCOOS and SECOORA.
