Change "NOAA" in def:identifier, def:classifier urn's to "IOOS"

We use identifier and classifier urn's as "definitions" in DescribeSensor, and
a bit in GetObservation. Some are defined directly by OGC, eg:
urn:ogc:def:identifier:OGC:shortName
But most are made up by us (IOOS) and, at the February workshop we vetted the
ones we were going to use, eg:
urn:ioos:def:identifier:NOAA:stationID
urn:ioos:def:classifier:NOAA:sector
urn:ioos:def:classifier:NOAA:platformType
Does anyone know why is says "NOAA" in there? Why not "IOOS"? That'd follow the
naming pattern used in the ogc urn. Having NOAA seems out of place and kind of
arbitrary.
I propose we change all such urn's to use IOOS, as in:
urn:ioos:def:identifier:IOOS:stationID
urn:ioos:def:classifier:IOOS:sector
urn:ioos:def:classifier:IOOS:platformType
This has very little impact on anything, but since we're setting many
conventions comprehensively at this time, why not get this right as well?

This issue has become moot, b/c we've agreed to abandon the use of asset
definition urn in favor of a new MMI-hosted, URL-based, IOOS-managed
vocabulary. This vocabulary will include terms for all the urn classifier and
identifier definitions currently in use in the IOOS SOS responses, with
exception only in cases where an OGC-managed, URL-based vocabulary term already
