DLS: Background colors not working in CMS for blockquote and need to be added to DLS

Uriel had mocked up a grey background and button on the following mock-up:

After trying to change the background color in Cascade, it wasn't working:

Please add background variants to the DLS and update the appropriate Velocity files. Also, add the ability to add a button like Uriel mocked up.
