Add user feedback / bug report link

- User should see a "Something wrong? Tell us" link quietly off in a corner
- Direct to a new back page with our email: use `feedback@ustaxes.org"
- Include option to generate an anonymized user state json file for download. This should just X out all the names, social numbers, employer names, bank names, etc.
