Feature request about navbar

The site looks well and good but a fixed navbar would appeal more towards the audience. I can fix that and if needed can add a parallax effect as it looks very nice and give a better feel to the website. It just some lines of css and html code therefore it won't add much to the code base. Leave a reply I would be very pleased to do this.
