Update to Laravel 10

UF5 uses Laravel 8. For UF 5.1, we need to upgrade to the latest version of Laravel, ideally Laravel 10, or whatever is the more recent / LTS

Note for Framework, this means first upgrading symphony/console to 6.2 minimum, and jackiedo/dotenv-editor to 2.1.
