Even though it's not related to the project I am curious what download is not available to you here that you need a static build
They really fast drop support for older ubuntu versions...like 16,18...
Docker will be the bet option for now https://hub.docker.com/r/jlesage/mkvtoolnix
closing as this is not an issue.
You can extract from appimage it's all libs and build a static build...
