Dockerfile is out of date: Maven binaries url gives 404

Describe the bug
When I try to build the Dockerfile then the url from where it tries to download the maven binaries cannot be found (404 error).

To Reproduce
I run docker build -t karma . and then I get the following error:

Expected behavior
The building the Dockerfile should succeed.
