Debug usage with `process.env.DEBUG`

Describe the feature
Following the thread in nuxt-modules/i18n#1926 (comment), this issue hopes to propose adding the ability to use consola for debugger logs based on the DEBUG environment variable.

@ZainGulbaz I'm not a maintainer on the repo but I know that you can start making PRs already and link the issue in the description (that's what I do since I know that the UnJS team is always very busy working on projects)
