Manually make a single new snap release

Make a new release of the latest ctags.
First, go read about snapstore process forchannels / tracks.
Presumably we release on 'edge' first, then promote?
Existing snap is owned by snapstore user Gavin Guo (mimi0213kimo)
Presumably that is the former snap maintainer. I'll try to look up contact details and chat with them. Or I'll have to find out whether the snapstore can hand over ownership.
I emailed Gavin Guo (the original snap maintainer) and he kindly agreed to ask the snap store to give me ownership of the universal-ctags snap. My boss is the person who actions requests like that, and he has done it. \o/
