Remove `:number` (etc) support for `notation` and related option `compactDisplay` from preview

In this comment on the default registry implementation, @gibson042 noted the need to describe semantics of what long and short means in notation=compact. I think the larger problem is that we haven't described what the notation formats are either. Intl.NumberFormat does provide these and supplied the value space. But we don't have to require all implementations to ape ECMA-402 in LDML45. I think the conservative thing to do is push these two options into the RGI track for consideration in LDML46 or later released.
