The problem:
In the current implementation, the title for "Additional Comments" in an inspection report is vertically centered.
This looks weird and this make it confusing to understand where "Unit description" ends and where "Additional Comments" starts
Suggested fix:
Make the descriptions are aligned to the top of the cell for the relevant line
