Ensure inequality constraint satisfaction in convergence criteria

The current convergence criterion does not explicitly require inequality constraints to be completely satisfied; they are frequently slightly violated. This is unnecessary, and problematic when performing reliability analysis-type studies (#1025). The solution produced by PROCESS should be precisely "feasible".
