Add a style guide for code, comments, commit messages, and other documentation on the project.

Add this to the "Style Guide" section of Contributing.md

I will grab this one actually - I had meant to assign it to myself when I opened it, my apologies. I am going to add automatic code linting at the same time, so I will just tailor the two to be synchronized.
