Bug: Behavior Clone's CSV has no attribute name

The first line of this CSV is data, not attribute name. While I can simply work around it, but such a file is very unpleasant to deal with.
This isn't relevant to the starter kit. I separate created an issue here. Unless it pertains to the starter kit please file issues in this repo https://github.com/udacity/sdc-issue-reports.
