Update notifications styling for GNOME Shell 46

Expected Behavior
Notifications theming is similar to the GNOME default
Actual Behavior
The theming has not been updated.
Steps to Reproduce the Problem
- Install GNOME Shell 46 Beta
- Log out and log back in
- Click the clock in the middle of the top bar.
- If you don't have any notifications, one way to create a notification is to open the GNOME Clocks apps and set a timer for a few seconds.
This issue affects both the popup notifications and the notifications which fill the notifications area in the clock menu.
System information
- Shell version: 46 Beta
- OS version: Ubuntu 24.04 LTS

23.10.0-0ubuntu2

Also, it is expected that there will be some additional changes from 46 Beta to 46 RC
