Some personalization tokens not being caught

Describe the bug
There are some flows in uPortal where non-json requests are not honoring the personalization tokens.

To Reproduce
Steps to reproduce the behavior:

1. Add a portlet with personalization tokens in the title via the Customize drawer.
2. Note in the Customize drawer, the personalization tokens are honored.
3. Note the title of the newly added portlet does not honor the personalization tokens.

Expected behavior
All non-admin, user-facing areas of uPortal should honor the personalization tokens
