ERR_CONNECTION_REFUSED / Connection refused on Windows 10

Cannot connect to the server http://localhost:2000 on Windows 10. With no browser, curl or insomnia.
Hotel commands on cmd and log are OK.
I have temporarily disabled virus scanner / firewall, proxy server setting is off and port 2000 is free.
What am I doing wrong or what is the problem?
