Port to x86_32

As part of the portability initiative, I should port the OS to x86_32.
This is complete and appears to be working, I've successfully both fixed bugs and added new features and have found no problems in x32 that are not in x64 for the last several commits. Keeping this working is obviously an ongoing task, but I'm marking the porting effort done.
