[Feature Request] Outlined badges

Proposal
Outlined badges were requested before, but the timing wasn't right (@mdo stated there were issues back then, but it could be reconsidered for v6).
Motivation and context
Outlined badges are very useful now that we have light/dark modes.
Could this be reconsidered, or put on the long-term backlog?
