Adjust font sizes for consistency across tool

Description
Font sizes in some parts of the tool, e.g. Section 3 have inappropriate sized text. Updated sizing should be standardized throughout the tool.

Updated sizing should be standardized throughout the tool based on design standards
@lpandath I also think this is addressed as part of the mock-ups, but think we should keep it open until a final UI review
