Adding and modifying header instructions

Description
Steps 1, 3, and 8 don't have instructions. To be consistent across the tool, all sections should have them. Existing instructions should be reviewed and edited as needed

I still need to draft the verbiage and get it approved. I am unsure I will have time before EuroCRIS (mid May)
